Short answer: the packaging usually costs more than the liquid. A non-medicated dog ear cleaner is mostly water, witch hazel, aloe and allantoin — inexpensive, well-understood cosmetic chemistry. Brands that budget for "the formula" and treat packaging as an afterthought are the ones who get surprised.
Almost no contract manufacturer publishes prices, for a defensible reason: a figure without a specification is meaningless. But the structure of the cost is not a secret, and understanding it lets you tell a good quote from a bad one.

This surprises most first-time private-label buyers. A gentle, non-medicated ear cleaner is a water-based cosmetic — the actives are commodity ingredients used at low percentages, and the compounding is straightforward.
The bottle is a different story. An ear cleaner cannot use a pump or a flat cap; the liquid has to be delivered into the canal in a controlled stream, so it needs a long, tapered directional nozzle and a closure that survives being carried in a bag with a wet dog. That is a moulded plastic assembly. If you want it in a custom shape, you are also paying for tooling and accepting a higher minimum.
Practical consequence: the cheapest way to improve your margin on a first run is almost never to cheapen the formula. It is to use a stock bottle and put the money into the label instead — the part the customer actually sees.
Minimum order quantity is not a fee, but it behaves like one: it sets how thinly the fixed costs are spread.
