Those are two different factories, and almost no company runs both — which is why most brands sourcing a two-piece ear-care set end up managing two suppliers, two lead times and two sets of paperwork.
Buyers often assume "pet grooming manufacturer" is one category. In production terms it is at least two.
The liquid side is cosmetic chemistry and filling: compounding a water-based formula, stability and preservative-challenge testing, then filling into bottles with the right closure. The equipment is a mixing vessel and a filling line.
The wipe side is nonwoven converting: sourcing or making spunlace substrate, cutting and folding it, saturating it with lotion at a controlled add-on ratio, then sealing it into a canister or soft pack. The equipment is a converting machine, and it has nothing in common with a bottle filler.
A company ends up with both capabilities in only two ways: it started as a nonwoven converter and later added cosmetic filling, or it started in cosmetics and later bought converting equipment. Neither is common, which is why the market looks the way it does.

"—" means we found no public evidence of that capability, not that it is impossible. Several liquid-led manufacturers will supply wipes by subcontracting, which is a legitimate option — it is simply not the same as making them.
Any supplier will say yes to "can you do both." These five separate making from sourcing:
None of this means a subcontracting supplier is a bad choice. It means you should know which one you are buying from, because it changes who is accountable when a shipment slips.
